Highly doubtful. I would suggest for the web programming, buy some books and work through them. If you're willing to try for yourself, and you ask questions that start with 'I read XXX and tried YYY, but I am stuck on ZZZ', the programming forums here are a great place to get help. Between the two, you should get better help than any online course you'd pay for.
