Montouch had no issues even before this proposed changes. But these changes may allow some other tools.

What I found interesting was the quote: "In addition, for the first time we are publishing the App Store Review Guidelines to help developers understand how we review submitted apps." Surely that would have been the first thing they should have done??

Montouch had no issues even before this proposed changes. But these changes may allow some other tools.
Actually there was no official word given to the mono team if it was ok or not. The Appcelerator team was told by Apple that they were ok since they compiled from html and javascript. I know that I had updated my MT based apps in the store and submitted new ones even after they were not suppose to be allowed. You just never knew if Apple was going to reject them or not. At least with guidelines now it will help everyone.

There are stories online where an app was accepted perfectly fine but when in an update it was rejected for something that the original did as well. Nothing had changed with it but they were now rejecting because of it.

In April this year Apple changed section 3.3.1 of the iPhone developer agreement:
3.3.1 — Applications may only use Documented APIs in the manner prescribed
by Apple and must not use or call any private APIs. Applications must be
originally written in Objective-C, C, C++, or JavaScript as executed by the
iPhone OS WebKit engine, and only code written in C, C++, and Objective-C may
compile and directly link against the Documented APIs (e.g., Applications that
link to Documented APIs through an intermediary translation or compatibility
layer or tool are prohibited).Technically I think this made MonoTouch against the rules, as code is originally written in C#.

Don't worry about it. The important thing to remember - Apple's too stylish to care about rules. The developer guideline probably reads like: "Wear a turtleneck sweater. Drink some latte Go to a fancy restaurant where they serve you tiny portions on square plates, sprinkle with a Jus, and charge you a fortune Change your name to Tarquin, Tristran, Emanista or Diamantia Remember that we're too stylish to care about you"
I have CDO, it's OCD with the letters in the right order; just as they ruddy well should be

Very strange, but expected from Apple. So before this, people were just supposed to guess?
He who makes a beast out of himself gets rid of the pain of being a man.
You submitted an app and waited - sometimes a few days and sometimes a few weeks. Then if they rejected, they told you why it was rejected. Then you start all over again. It is not clear if the same person would then review what you put back in or not, but you started the wait again. There were a few guidelines listed in places like you could not use any of their icons or write an app that was the same as one of their apps. But it was like throwing it over the wall and seeing if it came back or not.
