It looks authentic, and intended for low-res displays. Probably a CP experiment for mobile phones. :)

My guess is that it's someone's attempt to learn web programming by snagging code from another site to modify and play with. I did a bit of that when I was starting, and hosted it on my own domain just to see how it behaved as I played with the code. Whatever it is, it's atrocious, but the links actually work. Maybe this week's lesson is Heading tags... :)
