Henry, go to the GIT, it is just CRICKET, INDIA, WIN, WORLD CUP in a variety if orders, but you get the drift.

Rearrange these words into a well known phrase or saying?

No, for two reasons: 1. The world cup is over 2. India has won the world cup But, you're hearing about cricket at the moment though, because #1 and #2 JUST happened. And our countrymen are excited because we've won the world cup after decades! There won't be alot of talk about cricket otherwise (if you really want to see threads on cricket, it's all on GIT forum). :)
