Bicycle that steers with the back wheel is still stable

A friend of mine had a bicycle with gears between the handle bars and forks. You turned left to go right and vice versa. The only way to cycle it was to sit on the handle bars, and pedalbackwards. Ones natural instinct, normally worng, worked with the steering reversed. Have to say a steering rear wheel sounds total carnage.
