      So you are saying that you guys have the infrastructure to regulate civilian flight if the air space was flooded with private craft? Idiots would enter restricted airspace constantly, raising false alarms. I think the barrier to entry in flying, that Cessna type vehicles serve only one purpose, keeps the skies from being overrun. On another note, we have enough trouble keeping drunk drivers off the road, I don't want them taking to the sky.

        No ! Look around the world - you identify yourself as a airflight learner, enter an airplane, knock out your teacher and your'e in control of a aiplane. Otherexample: 9/11 ... There was NO control, 'cause it were regular flights - and even in future there CAN NOT BE ANY CONTROL 'cause you cannot distinguish between known and unnkown flights - is it a flying car, a Cessna or a 747 (generally speaking)
