      Well, the tracks aren't. The overhead wires are though, as is the case in most south east Asian railway systems.

            If the tracks themselves were electrified, then stepping on one, but not both at the exact same moment, would result in the person being fried as the current got grounded through the body. It takes a very high voltage to power a train.

                Usually (always?) it isn't the tracks themselves that carry any current - there is a third track which bears no load but carries the current - standing on this track and touching anything else that would ground you would not be recommended for your health. However, simply standing on this track (i.e. with both feet) and not touching anything, while not recommended, would be no problem. Just be careful that you JUMP off not STEP off
