What phrase in the SharePoint logs can I search for to find out when SharePoint is being brought down and when it is returning to service? For example when someone performs an IISRESET or restarts the server.

Look in the Windows Event Log for this information. If the server is being restarted SharePoint wouldn't be running to log anything.
