As far as I know there is no out-of the box way to publish a sharepoint foundation server site with public. Therefore are the internet server editions of sharepoint. For using sharepoint foundation public sites you need to have MS Internet Connection License. Perhaps take a look at: Can I use SharePoint 2010 Foundation as a public facing site?[^]
