Requests to put articles on a CD

I recently received an email from a guy named Mohsen Saad (?) requesting permission to put one of my article's on a CD. I don't know what to make of it. What is your opinion on the subject? Here's the full text of the email
Hello,
We are creating a cd for C++ source code.This cd will be
distributed for free we will charge duplication and distribution
costs.So please give us the permission to include your article on
it so it will be available for more people.

I'm annoyed for two reasons. 1. This site is always available, it's a form of fraud IMO to charge people for a CD full of stuff they can get for free. 2. He didn't ask me, dammit !!!
