Two ways: Here - since this is abuse, and if your reputation is high enough you can also report it on the page itself. Have a look at the top right of the article, next to the rating, and below the username. If there is a "Orange Flag" icon, then you have sufficient reputation. Click the flag, and a drop down menu will open. One of the options is "Plagiarism" - you can click on that and it will report the article as containing illegally copied material. 5 Votes later, it will automatically vanish. Reporting it here is the best start - we can investigate and remove the article.

He has now removed the image and resubmitted the tip.

He's removed the image, but not the image tag in the tip. :doh:

The image is gone: it's been deleted from CP servers - the tag remains because the modified version of the Tip is still in moderation. It'll be through soon, and the old version will disappear!
