          Okay, I got it. We should at least meet to anybody before congratulation or he should send something to us before. Thanks for teach me a new lesson.... Some time I write a message on community for a member who reach on 10K reputation point or be a CP MVP to motivate him so he can do better for community but I didn't meet him or even he didn't send me any greeting card. Thanks for teach me....

            I think congratulating someone on CP, with whom you presumably have at least passing interaction even if it's just reading each other's Lounge posts, is a bit different to congratulating someone who you've never interacted with at all and nor has almost anyone else here at CP. You don't have to meet someone IRL but it's weird to congratulate someone who you have no contact with at all.
