I used to be fluent in Spanish and I can barely understand him. He's laughing so hard and annunciating so poorly that I can't hardly make out anything he's saying. Must be funny though.

I don't think so. At 18.5 seconds he says, "Voy a la playa" which means I go to the beach. And I can catch other words here and there. Portuguese has a lot of similarities to Spanish though.

The original clip [^]. It's from a TV show in Spain "Ratones Coloraos" ('Red Mice' something like that). The laughing man is a Actor/Comedian whose real name is Juan Joya Borja, nicknamed "Risitas" (small laughter), obviously after his rather unique laughter.
