I mean, after thinking about it, I get what they mean, but "create a paragraph" usually means, for me, creating a paragraph separate from other paragraphs. Because there is no paragraph until there is text! You can have text without paragraphs, you can't have paragraphs without text!
That's exactly the point, the docs didn't elude to that at all. The first thing it said was "to create a paragraph" even though it was talking about creating text within one. Marc made a valid point.
