Never having been there, all I know about Wales and the Welsh has come from CP. That being the cause, it's quite understandable that I doubt it was an accident - and something more "Bill Cosby-ish" in nature.
Oh - one more thing - reading the text of the article makes me think that the threshold for calling something a 'rampage' seems to be quite tame in some parts of the world.
