The graphic is wrong. You don't have to obtain a licence to buy a car. You need one to drive a car on CITY streets, but not private streets, and certainly not to BUY a car. The same goes for "Recording the sale". You are not required to record the sale. You ARE required to record the sale IF you want to register the car to drive on city streets. If I buy a car from a junkyard to use for parts, I only need to transfer the title, not record the sale. But hey, if you're going to advance a politically charged agenda, why let facts get in the way.
If it's not broken, fix it until it is. Everything makes sense in someone's mind. Ya can't fix stupid.
