A lot of people have gotten a financial free ride off the backs of content creators for a long time, and more action on the part of governments has been needed. But no one is going to waste time (and a lot of money) going after people who are doing things that aren't remotely causing any real financial damage. It would be counter-productive. But having more tools to go after web sites and companies who are doing real damage is a very good thing.

It's got nothing to do with the right thing. It's about practicality. You would go broke in a very short time, and accomplish nothing, if you tried to do those sorts of things. That was pretty well demonstrated in the US by record companies going after individuals. They spent a lot of money and actually went backwards. And, though I've not read the EU thing, if it's like the US, then it's primarily a civil thing. Unless you are involved in organized crime and/or doing large scale pirating, then government isn't remotely going to get involved. So it becomes a matter of being sued by the companies you are stealing from. And they, like the US record companies, cannot do that on any remotely significant scale. They will have to pick their fights where it really matters. The amount of money required to press a single case is pretty crazy, as is all legal activity pretty much. Unless you are going to save/get back quite a few times more than that, it's a counter-productive undertaking. I mean, the US has had these types of laws for a long time. Are they out going after people quoting movies? Of course not. They have gone after a fairly small number of really offensive offenders, who were raking in big bucks via copyright violations. And that's about all they can afford to do.
