He probably means that the plan is before heading to Mars, they will build a moon station, where the Mars mission will be prepared. It's kind of a misunderestimation.

I'm more worried that he is talking defense even before they put together a prototype.

Far as I can remember I have not seen any government or private ventures which have undergone significant planning which included any moon base. There are visionary plans that describe how people might start populating space by moving into orbit then to the moon and then to mars and venus for that matter. But those are not proposals for actual first manned missions to mars nor really plans at all.

That's how people get financing, by presenting visionary plans to the powers that be :) Here is the project in question: [Moon to Mars | NASA](https://www.nasa.gov/topics/moon-to-mars) It doesn't make him less of a moron, just giving some context to what he said, so people don't think he is completely crazy.

It's more likely that he was referring to getting a gravity assist from the moon...he probably just forgot the words, or possibly the word assist is not in his vocabulary.

That site is short on the actual plan, but the following seems to suggest to me that the goal is, as I mentioned before, not mars but rather space. So it isn't just going to the moon to get to mars but rather that if the moon was an ongoing enterprise then mars would be easier. Moon to Mars Overview | NASA[^]
