You'll probably want to start with the Media Capture and Streams API[^]. But that's an extremely ambitious project, especially for a beginner. NB: Asking for help writing something without explaining precisely what help you need, what you have tried, or where you are stuck, will lead people to assume that you want someone to do all the work for you.
