I was having all kinds of inconsistent behavior with my PWM driven fan. It's a very high quality fan from a fantastic vendor - about as good as it gets at the consumer level so I was really confused as to its performance. I even wrote about my confusion over this fan in an article, and that confusion in the article survived at least one article update. Don't judge me for what I'm about to say. For two days I had it laying flat on my bench. No, in case you're wondering, it didn't occur to me to stand it up. For. Two. Days. I'm going to find a corner to curl up in and die of embarrassment now.

You were simply doing some edge case testing, unconsciously. :)

It is not obvious to me why a fan would not function whilst in the horizontal position. If it were myself I would send a nasty note to the manufacturer. Did the instructions state "Do not lie flat on bench."

The airflow is impeded when it's laying against a flat surface. Don't feel too bad. It took me two days to put that together. :~

The impeded air flow is obvious but was the problem it would not even spin if horizontal?

It spun, it was just wasn't spinning at max ratings, and I wasn't getting stable RPMs.

A long time ago I managed a database group. One of my developers who I will say right now was female although in my mind was not relevant, had been fighting a problem in the code for days. She finally fixed it - something stupid/silly/why didn't I think of that before sort of thing. I thought it was pretty funny and appreciated her effort and struggle, because I have dozens of the same dang t-shirt in my attic. I said, "yup, welcome to development..." and was almost taken to HR. Good for you, and yeah that stuff happens. Debugging 101 - even if you wrote the code 10 years ago, don't assume you did it correctly. I just found a bug in a utility I wrote, and I have no idea how we ever shipped product.

Ha!, I think me being genderweird kind of insulates me from being subject to those sorts of HR complaints. If anything people tend to be more worried about me reporting them I think, but I never have. I'm pretty easy going, and anyway I don't believe in it because if it's a hostile work environment, what is HR going to do to change someone's behavior, especially when they can't change their motivations? If I'm not wanted somewhere or an environment is otherwise untenable I'll simply go somewhere I am and it isn't.

"Do not lie flat on bench." Maybe that could that have been interpreted to mean that while laying on a bench lay on your side or curled up? The manufacturer might have received complains from users having side hip pains and removed that instruction.
