Wout hit it right on the head, IMHO. TDD's major value is in reduced cost of maintainability. If it's a ship it and forget it project, I've not found the overhead to be worthwhile. Conversely, if you are dealing with code you'll be enhancing, tweaking, and growing over months and years, the efficiency gains in pinpointing problematic code rapidly outweighs the overhead of writing the code.
