Are you behind Router? Then Configure Roueter to allow outside connection. Goggle it Whatismyip and you will get actiual IP. Did you tried to put ip as address (http://168.123.254.109/MyVirtualDirectory/Default.aspx)? If it douesn't work, you have either have to configure ISS or Firewall

In C# if u use IDE the mutilple Main() is not possible. But u can use multiple Main() with different return type. and u have to comiple it with "csc" command line compiler giving appropiate option. Through VS.Net IDE it will give error
