Yes super cheap/free hosts are available but they have to cram 1000's of sites onto a server to make the figures stack up. We use a Windows Web Hosting provider, which has it's servers in the UK, as we are also in the UK - Nutty About Hosting. They provide dedicated UK based developer support too. Pick a hosting provider in your country if that is where your audience is.
