Another vote for Jing by Tech Smith. For free, it rocks. My only gripe would be how long it takes to launch it. But since I have this in my Windows Startup, it doesn't bother me too often. Once it is loaded, it does everything I need to grab screenshots and do simple mark-up, or record short video (has to be 5 minutes or less). You can upgrade from the free version to a paid version for $15/year. When you do, you get a video-record option that allows you to record in .mpeg format. Or you can still choose the option that is available with the free version: Flash.
