Here is a fast way to stop this site- notify Google, which is notorious for evaluating the content of sites on which it has AdWords. Google is particularly finicky over illegal activities, and robo-clicking. Therefore, I have no doubt that Google would forbid further AdWords advertising on this site if they were notified of the illegal actions.
