I was the one who criticized the articles (and not because of their English, there were enough reasons to criticize them), I think they don't have some minim article conformance level. On the other hand this is a difficult question: people freely volunteer their works here, so who am I (or you, or anyone else) to judge if somebody's article desevered to be published? I do think that CP will benefit from some kind of "initial editing", where submitted material, without full editing, is accepted or rejected. At the same time I think CP should keep article submission wizard - it's a very neat feature.
