You'd need to add something to your protocol so one or both endpoints monitor throughput and adjust accordingly. You have the data you need - time and number of bytes sent/received. I found the problem. In Windows Server 2003, i had to enable 'Enable Third Party Browser' from Tools-> Internet Options --> Advanced --> Enable Third Party browser extensions (requires restart). Thanks for your help!!

I searched out for the workaround for calling 'PerformCallBack4' API, somebody had tried this function on WinCE 5.0 using the trusted/signature. I also tried the same thing i.e imade my application trusted by getting it privileged certificate but 'PerformCallBack4()' was returning NULL.

No, you can't. A dll is similar to an exe for that: it is compiled code. You can't 'execute' that code on another platform. The same is true for ActiveX controls.
