Correct. Democracy in the strictest sense of the word means "mob rule," i.e. decisions are made by the majority and screw the minority. People often misconstrue the implications of a democratic society based on the propaganda discussions that come from the USA. We are a democratic republic. In our republic, once an official is elected, he no longer has to answer to the voice of the people until it's reelection time. Although waaaaay far from perfect, the genius of the American founders was their inherent understanding of human nature and distrust of people who seek power, thus inspiring them to form a system of checks and balances so that each group of power hungry people (such as the three major branches of our government) keeps the other groups in check. Greed and desire for power in each group will therefore prevent the other groups from becoming an oppresive, all powerful force. Sheer genius. Democracy, or more correctly giving the people a voice in how they are governed, is just the first step in obtaining freedom. To truly put it into practice in the real world, where people are rarely perfect, is a far more complicated matter. That's why, even though we screw up on a regular basis, America is such a notable experiment, unique in the span of human history. Hopefully we'll finally get it right one day in the future. At least we have a governmental architecture that gives us a fighting chance to do so. As for our friends in India, my sympathies for the advent of censorship just as they're coming into their own as a technological powerhouse. For the record, India is also a republic. It has the three pillars - executive, legislature and judiciary to control each other. The fourth pillar is the media.
The problem in India, according to me*, is that the voting public is way out of touch with what the implications of the populist slogans of the politicians are. The people who somewhat understand the dynamics of governance mostly stay away from voting because they are disillusioned by the whole system.
