        I have found in the documentation that you can theoretically target the .NET framework 1.1 by altering the application manifest with supportedruntimeversion="", but I have not been able to successfully use the feature. I found the information in the Table of Contents for the VS.NET IDE. As of right now, unless you can get it to work with your application I am saying no. I'll try to find the location in the table of contents when I get to my home computer.
