With ATX power supplies you have to make sure you've got the switch on the power supply flipped off if you have it plugged in. Otherwise, there is power to the mainboard and possibly some other components as well.

Back in the day, I once added a CP/M 80-column card to an Apple IIe - while the computer was powered on. I got lucky and nothing bad happened. According to all the rumors, the components you've listed are sufficient. I have two power supplies in my system - one (450 watt) for components that have rotating assemblies, and a 500 watt for the motherboard and video card. If you get a big enough case, you can do that too if you're worried about power.

Yeah I agree, I've been messing with chips and computers as a hobby since at least as long as you and professionally for many years and I've never seen a card or component fried by static. I think it was probably a bigger worry back in the 8080 days than it is now. In various computer service shops I've seen many memory chips and components that are taken for spare parts heaped in boxes without esd bags and never seen a bad one as a result either. We even used to take hard drives that had died and threw them in a freezer for a few hours to recover data off of them.

I also used to do water cooling and overclocking, but I came to my senses and scrapped all that. The power supply that powers my (5) hard drives also powered two water pumps, and a four additional 120mm more fans. One last thing, just because they CAN draw that much power, doesn't necessarily mean they do... :)
