If I understood your question correctly, I personally love trac[^]. Its very simple to use. If you are looking for just a revision control system then SVN is pretty good.

To Clarify: What I am looking for is a workflow type product specifically for creation, and tracking of engineering change requests for software systems.

Define over-the-top? We use 2 systems one is AllChange from Intasoft (cheaper fo the 2 but less flexible) and another is iEnterprise from iET Solutions. Cheers Andrew
