          Monkeys are way smarter than our Congress. If you get enough monkeys you eventually get Shakespeare. If you get enough Congressmen you still get nothing but flying poo.

                There are viruses more intelligent than most congressmen. I have the unpleasant business of meeting them from time to time and you have competition between lawyers and congressment for lowest intelligence of any living organism. If you added up all the intelligence in DC you "might" be able to compete with legal brain-death. Luckily (or unluckily depending on your perspective), they are parasites completely capable of feeding off everyone around them, never having to use intelligence to function.

                      Ironically, a few of those were accidentally substituted for congressional bills and adopted.
