Most software is pirated in places like India, China, and the Middle East. Wouldn’t it seem fair then to place a tariff on software developed there? It only makes sense because the majority of the first world countries pay for licensed software and development tools, while third world countries can undercut those in the first world because they only paid 50 cents for their software. The tariff would then be used by the governments of the first world to compensate software development firms for lost revenue, both in terms of licensing revenue lost, and to those companies who were undercut by foreign companies who don’t pay for licensed software. What are your opinions on this?
If the US wants a free world Economy to export its products, it must lead the way in destroying all tariffs. Otherwise not only is it being hypercritical but it is protecting industries that are burdens to the rest of the economy. The policy being used by the State Department is so self - contradictory that it has become impossible to administer. Possibly the US needs to step back and review its situation. Maybe even start to not break existing treaties that it has, and reciprocate with free trading nations and those that actively deter piracy. Regardz Colin J Davies

Tax on imported software? Huh, sounds like an European union idea... You can go on pirated software too (try it...) - only chances of being caught are different. DevTool pricing is always targeted at the "1st world" market - what they can and are willing to afford. (remember that prices are not regulated by supply and demand, but by size of your wallet). And what's "not cheap" for you, can be a small fortune for other people.

If software companies started selling software at localized prices, I would just start buying all my software from India. I would save a fortune. Oh cry me a river. New Zealand Tariffs NZ is having to deal with the same exact problems everybody else deals with. I guess when you guys do protectionism, I mean "remedies against the injurious effects of imported goods", it is an ok thing. But when the US does the exact same thing, it is EVIL EVIL EVIL. I am sure that every NZ tariff is to help protect the poor starving children of NZ and NEVER to buy political votes. I really don't think the common American has any idea how hard they are ramming free trade and Global market principals down the rest of the worlds throats. The WTO situation with the USA is a farce, They almost set up the organization make the rules and then break them as soon as any agreements are signed. Since the first GATT its all been a joke. From the same site if you had cared to read further http://www.med.govt.nz/buslt/tariffs/review/media/20020228.html The current tariff freeze of tariffs at the July 1999 rates, ends on 1 July 2005. Thats almost 3 years without any tariffs !! And also if you research a bit more you will find out how minuscule the tariffs were before hand. Us New Zea are stupid to have frozen tariffs to be honest, But at least it gives us the moral high-ground with hypocrites ! Regardz Colin J Davies

Except when it comes to stuff USA's goverment has decided to place embargoes or restrictions on, such as steel, "strong" cryptography, certain kinds of food and so on. Yeah, right, they "advertise" it allright: "Free trade we do NOT!".

Everytime the US does anything with trade the EU and a whole host of other nations start whining about how it isn't fair and all trade should be free. Give me a break.
