That's exactly what Microsoft has to say here[^]. The reply from Steven Sinofsky (Program Manager for Windows 7, don't remember exactly) is exactly below the comment.

So, I clicked on that Daemon Tools[^] link that he provided. That's got to rank for being one of the worst designed websites. It doesn't even tell you what the product is. You have to click on "Daemon Tools Help" to find out what it is. Marc

I tend to view Help more like a FAQ, or a form in which you can submit questions. Help to me implies that I know what the product does, I know what I want to do with it, but I need help doing it. I guess I don't think of help as answering "what is it?" I actually clicked on the FAQ link first, thinking that "what is it" would be a frequently asked question. Marc

Did you read the article at all? He ran some sort of benchmark test. The thread-count comments were simply an observation that he made to see how similar the two OS's *might* be. With notable increases in thread counts for the system process between Win2K, WinXP, and Vista, followed by only three additional threads between Vista and Win7, I think he made a valid assumption that Win7 is probably nothing more than a warmed-over Vista. the performance benchmark he eventually ran proved his point that Win7 performs identically to Vista with no tangible gains in ANY of their claimed areas of improvement. I also agree with him in the statement that pushing Win7 as a major revision is a bogus attempt on Microsoft's part to pull the wool over users' eyes. Like Vista, Win7 will be overpriced crap that nobody will want.

Kind of a joke at this time. MS will be adding more and changing a lot under the covers by the time of the release. I mean, pre-beta and wanting to check out performance? Must be a closet Linux user :)
