I was thinking more along the lines of a military tattoo which is a drum performance (though nowadays generally just means an army display). Short month could be DMR which is also the army abbreviation for drummer... Though I could be on completely the wrong track! Maybe Percussion?

    It definitely isn't definatley

I can't take all the credit for this but here is my guess. Slate short month? It beats a tattoo and was once explosive pan - slate jan - short month drum - beat panjandrum - a pompous self-important official - star - tattoo once explosive.
