                From the article:

"He has authored more pieces of major legislation than any other United States senator," Patrick Kennedy said in the interview. "He is the penultimate senator. I don't need to exaggerate when I talk about my father. That's the amazing thing. He breaks all the records himself."

Is this some new meaning of penultimate that I wasn't previously aware of?

I'm not glad he's dead, but I'm not saddened by it either. Sad for his family though. He had too many shady aspects to his life and career for me to respect him.

Me neither. 20 years ago I would have been.

Perhaps an old meaning. It seems to me, and I may be wrong about this, that long ago it was used more in the sense of "the one beyond which there is but one." Modern usage is more like ninth out of ten. If that's what he meant, it begs the question who is the "one" -- the ultimate senator. Probably he meant quintessential. :)
