Google code jam[^] doesn't have any prerequisite background requirements, but that said, it is generally algorithmic/maths based. Most programmers should at least be able to have a good stab at most of the qualifying round questions though even without any maths background. TopCoder[^] has a range of contests including components, design, algorithms, even testing and bug fixing I think.

Sure. There's whole heap of them at the ACU Conference[^] every April. Usually in the bar, after a long and enlightening day of brain wrenching fun. We use social dynamics* to determine the skills of contestants along with their debating skills on the merits of subjects as diverse as Vi vs Emacs and how best to get a session approved for next year's conference amongst all of the luminaries competing. * i.e. did they buy us a beer, and is it something interesting? My particular favourite was of course the tabs v spaces boat race. Spaces won this year, but the battle continues next April.

Not even a programming contest, and significance is debatable.[^] Still, interesting - at least seeing some hard science (well, harder than the next gurus gut feelings, anyway).
Personally, I love the idea that Raymond spends his nights posting bad regexs to mailing lists under the pseudonym of Jane Smith. He'd be like a super hero, only more nerdy and less useful. [Trevel]

A background in math and algorithms is required to be a good programmer. Without it you are destined to be just a competent programmer at best. That knowledge is a real eye-opener. Besides, programming contests that don't require algorithms and math are usually trivial. ... Have you considered Middle School? Logo for Learners (That actually requires algorithms)

yes. but now I see that still those students have done some programming in the past will manage this better than the novices..
What do you want to figure out actually? I expect someone calling himself a programmer to have some understanding of algorithms and math.
