No, if he claims they're trying to invade, and pretty much anything that would incite aggression or a siege mentality against some group of people, then he would. Which really isn't that far off from the states, just that here someone has to actually start rioting before anyone's arrested, and the people who incited the riot generally get off scot free.

No, its evolution of the species. When settlers came to America they planed on developing, and contributing needed resources for society to develop. The indians were not developed and most would refuse to become citizens.
