Pretty sure the purpose of that is so search engines will have a better chance of finding both the question and answer (and when somebody comes across an answer, they will have the context of what the actual question was). If it was a stupid question that should have never been asked or if it was a message in the Lounge, I do not believe the rule applies.

Underemployed means that you are employed but not "at the level you want to be", meaning you want to "move up", perhaps you want to make more money.
