MS Licenses again...

Can a "Microsoft Windows 98 - Not for Resale - Technical Beta Special Edition / Complimentary Copy" be used as base for an upgrade that specifies "Win98" as source? Yeah I know, I could install it and read the EULA but really - I have a nite of reading VS.NET EULA awaiting me, so maybe our well-rounded experts know the game?

You mean you have read the EULA for 98 at all? I thought those things were just put there to test that the mouse button works and the user understands the concept of OK!:)
