Weird message at the bottom of CP

I could see a box saying "Admin only message [+]" at the bottom of CP. Am I the only one getting it? :confused: On expanding it shows:

What changes to Bob are you seeing? The huge codpiece has been there for ages, and his eyes are still different sized. I've reloaded several times and the image hasn't changed.

You're not seeing the "Foolish Jester" changes? - they appeared just after i clicked on the admin stuff at the bottom of the page.
