The internet is not shutting down. In fact, not even those people who still use that DNS are not being cut off from the internet. Their DNS is the only thing that will stop working. That in turn may make it inconvenient to use other things, such as the WWW, but not impossible and things that don't use DNS (trackerless torrents for example) will continue to work just fine. Real title: some silly people who despite dozens of warnings did not fix their DNS settings will be cut off from their DNS. No biggie.
