This is only necessary if the child is born outside the US. Being born to a US citizen when outside US territory is enough to confer "natural-born" citizenship. As, of course, being born within the borders of the US confers US citizenship regardless of the parent's citizenship.

The child must be a natural born US citizen which is not the same as being "born in the US." And there is no requirement at all about parentage.

The Brits (i.e. the private banking system in England) got the US back in 1913 with the creation of the Federal Reserve. That is, the US lost control of its government in 1913. Since that time, most major local and foreign policy in the US has been dictated by foreign/private banking interests.
