Because used notes have been in circulation and is then not likely tracable. Think about it. Blackmailer asks for a large amount of money. They want it fast, in small notes. Would you be able to catalog each note during the stipulated time frame? Let's say a million notes? If you get a fresh pack of notes straight out of the factory, they'll be ordered as a freshly sorted array. :) -- Must I be the meat in an imbecill sandwich?
I read somewhere that each branch of the Bank of Scotland carries a sort of "surrender" pack of money if they ever get raided. The idea is that it looks like it comes directly out of the normal cash drawer but it has a hidden payload. A bag of reddish-purple dye explodes when it is removed from the branch. When I was at University I worked as a cashier at Safeway - One guy came in and tried to pay with a forged Bank of Scotland £20 note. It was so obvious is was made on an inkjet printer. Even the colour was streaked like the cartridge was beginning to run out of ink. --Colin Mackay--

I'd imagine, since the term originated in a pre DNA testing world, that it reflected a pious hope that fingerprints couldn't be authorative if lifted from a 'used' note. I imagine the same concern applies in the modern world. Since the dots are called "umlauts" in fancy pancy nomenclature, ö becomes ö in HTML lingo. A capital Ö is Ö. Similarly ä is ä. It seems that someone who worked with SGML/HTML had their head screwed on right (good entity names). :) -- Must I be the meat in an imbecill sandwich?
