we just bribe shog to upgrade his script so that all threads that look like programming questions are wrapped in strike through tags. this way you can ignore these threads when scanning down the board looking for things to read :-D zen is the art of being at one with the two'ness

-Why bother sifting questions? People have fun bugging people who put programming questions in the lounge. -Pop-up windows would be very annoying for regular posters.

Given that humans are involved, there is nothing that can be done to minimize the frequency. Think about how many rules/laws exist today that go unenforced. Make a public example out of the next one to do it. Torture, wierd stuff. Dvorak keyboards, TI-Basic, thumb screws. Make them scream. ....or just start removing access to the Lounge for accounts that do that too often.
