Windows XP skinning

In Windows XP, Microsoft offered three "skins" ranging from OK to ugly. Not only did they not provide full ability to customize these skins, but they didn't seem to document how to do so programaticly. I know the comany that makes Windows Blinds got access to the API. Does anyone know what it would take for me to get it? Nathan Holt

MS's official position is that they are the only ones allowed to make new themes.
