Disable cut and copy for a folder

No, not in the way your question implies. You can use NTFS permissions on that folder to do something similar though. The user would still get the options of Cut/Copy and stuff, they just would work. If you do not allow the other people to view your file and also prevent from copy or cut, try to encrypt your file or folder.
