Free or Open Source Class Diagram Creator that has nice UI [modified]

Initially, I was planning to create Class Diagram with VS 2008. The UI of VS class diagram is pretty cool.. but I faced a few problems. I can't create the generic method of class in VS class diagram. For example:
TPolicyInterface Get<tpolicyinterface>(object buildKey)
where TPolicyInterface : IBuilderPolicy;I was looking for a CASE tool or UML tool that can create the class diagram.. but the UI should be looked cool. I found quite a few free tool but their UI looks like Window 98.. Could you please recommend some tools? thanks in advance..
