They pretty much must have been, then or immediately afterwards, because they were able to serve him with a summons for the incident.

Car chases aren't allowed in Florida unless there is imminent risk of bystander injury. From what I hear the cops get your tag and then let you go. They will come knocking in the morning when you sober up.
