        I think it said: "Government department worried about budget reductions. Attempts to create wave of fear to ensure future government pork" I may have misread though

          Despite the construction of the Wikipedia article, most the evidence point to it being a comet. Still it wasn't any more destructive than a volcano or big earthquake, let alone a super-volcano.
